The Commissioner of Property and Procurement may delegate to any employee of the Department of Property and Procurement such power and authority as he deems reasonable and proper for the effective administration of this chapter. The Commissioner of Property and Procurement may, in his discretion, require a bond of any person in the employ of the Department of Property and Procurement handling money, signing checks, or receiving or distributing property from the United States under authority of this chapter.
