Any charges made or fees assessed by the Commissioner of Property and Procurement for the acquisition, warehousing, distribution, or transfer of any property acquired by donation from the United States of America for public works, educational and public health purposes, including research, shall be limited to those reasonably related to the costs of care and handling in respect to its acquisition, receipt, warehousing, distribution or transfer by the Commissioner.
