Any person or business concern aggrieved by a final administrative determination hereunder concerning eligibility for relocation payments, or the amount thereof, authorized by this chapter may appeal that determination to the District Court of the Judicial Division in which the land taken for public use is located or in which the building code enforcement activity occurs or the voluntary rehabilitation program is conducted.
