Funds to meet the expenses of the contest provided for in section 2 of this chapter shall be appropriated annually in the budget for the Department of Sports, Parks and Recreation. The meets shall be held alternately in St. Thomas and St. Croix in accordance with rules and regulations promulgated by the Commissioner of Sports, Parks and Recreation.
