(a) The last Saturday in February of every year shall be designated as Sports Award Night. The Commissioner of Sports, Parks and Recreation shall make arrangements for an annual Virgin Islands Sports Awards Night to provide recognition for those athletes who have excelled in their chosen sport and to select a male and female athlete of the year.\n(b) Funds to meet the expenses of the Sports Awards Night shall be appropriated annually in the budget for the Department of Sports, Parks and Recreation. The Sports Awards Night shall be held alternately in St. Thomas, St. John and St. Croix in accordance with rules and regulations promulgated by the Commissioner of Sports, Parks and Recreation.
