In addition to the lottery game in effect as of January 1, 1985 in the Virgin Islands, the Commission shall have the power to establish and operate any other lottery game; provided, however that before any lottery game is established and operated by the Commission, it shall conduct not less than three (3) public hearings within the Virgin Islands, to introduce and present the said game or games to the sales agents and the general public. Of the three (3) public hearings to be conducted by the Lottery Commission before any new lottery game is commenced, one each shall be held on the island of St. John, St. Croix and St. Thomas.
