The Commissioner is further authorized and directed to appoint, and prescribe the duties of, a Program Director for the tennis instruction program and such other employees as he deems reasonably necessary for carrying out the provisions of this chapter. The Program Director may be compensated on a contractual basis from year to year to the extent of appropriations made available for such purpose and shall be a graduate of a university which has a tennis program or otherwise qualified by experience.
