(a) If the Commission has reason to believe that a person has violated or is violating section 605 of this Article, the Commission may issue an order to show cause why a cease and desist order should not be issued.\n(b) An order to cease and desist becomes effective upon service of it upon the person.\n(c) An order to cease and desist remains effective and enforceable pending the completion of an administrative proceeding pursuant to this Article.\n(d) A person that is served with an order to cease and desist for violating section 605 may petition the Commission for reconsideration of such order.\n(e) The Commission shall commence an administrative proceeding within ten (10) days after issuing an order to cease and desist.
