(a) Any determination of the Commission may be appealed, within thirty (30) days after the issuance of the order, to the Superior Court for a judicial order setting aside, limiting, or suspending the enforcement, operation, or effectiveness of the order pending the completion of an administrative proceeding pursuant to this Article.\n(b) Any hearing before the Superior Court shall be based exclusively upon the record established before the Commission. The Superior Court may reverse an order of the Commission if it determines it to be arbitrary and capricious.
