Expenditure from the Athletic Revolving Fund shall be made at the discretion of the Commissioner of Planning and Natural Resources in accordance with rules and regulations prepared by him and approved by the Governor of the Virgin Islands. The Commissioner shall determine the nature and propriety of all expenditures.
