For the purposes of facilitating the processing and payment of the obligations of the Government of the United States Virgin Islands for telephone service, gasoline and oil for vehicles, and potable water and salt water services, the Governor may, in his discretion, authorize the transfer to a general fund expense account or accounts to be administered by the Department of Finance and/or the Department of Property and Procurement such funds as may be available in the budgets of the various departments and agencies of the Government of the Virgin Islands for the payment of the Government's obligations for telephone service, for gasoline and oil, and for potable water and salt water services.
