(a) There is hereby created as a separate and distinct fund in the Treasury of the Virgin Islands a fund to be designated the 'New Health Facilities Construction Fund.' There shall be deposited into such Fund all monies authorized by United States Public Law 95–348 and appropriated by Public Law 96–126 and any subsequent Federal appropriation acts for the construction of hospital facilities in the Virgin Islands. The Commissioner of Finance is authorized and directed to invest such monies as may be deposited into the Fund in interest bearing accounts and to deposit into the Fund all interest earned.\n(b) No monies shall be expended from the New Health Facilities Construction Fund, established hereunder, except pursuant to a lawful appropriation by the Legislature of the Virgin Islands.
