(a) There is established as a separate and distinct fund within the Treasury of the Virgin Islands, the 'St. Croix Legislature Building Fund' (hereinafter, the 'Fund'). The Commissioner of Finance shall maintain and provide for the administration of the Fund and no monies shall be available for expenditure therefrom except as provided in this section.\n(b) The Fund shall consist of all monies appropriated thereto from time to time by the Legislature.\n(c) Monies in the Fund shall be disbursed by the Commissioner of Finance by act of the Legislature exclusively for the construction and maintenance of a Legislative Building on the Island of St. Croix.
