(a) There is established in the Treasury of the Virgin Islands a special fund designated the 'Office of Highway Transportation Revolving Fund'. The Commissioner of Finance shall administer the Fund as a separate and distinct fund. The Fund consists of all monies covered into the Fund from reimbursements made by the Federal Highway Administration to the Virgin Islands pursuant to the Stewardship Agreement between the parties and any other appropriations made to the Fund.\n(b) Money in the Fund must be disbursed at the request of the Commissioner of the Department of Public Works, and must be used for the operation of the Office of Highway Engineering of the Department of Public Works.
