Notwithstanding any of the provisions of law to the contrary, telephone services furnished to the Government of the United States Virgin Islands, or any department, agency or instrumentality thereof, to be paid from appropriations available therefor, may be paid in advance. The Commissioner of Finance is authorized to prescribe such rules and regulations concerning advances made pursuant to this section as are necessary or appropriate for the protection of the interests of the Government of the United States Virgin Islands.
