(a) When the probable cost of collection would exceed the amount due and payable to the Government, the Commissioner of Finance upon a determination by him that any delinquent account due and payable to the Government is uncollectible, provided, however that each such account is not in excess of the sum of $20.00 hereby is authorized to abate and write off such uncollectible accounts, but the aggregate amount shall not exceed $2,000 in any one year.\n(b) The Commissioner of Finance shall prepare and submit to the Legislature through the Governor on or before March first of each year a list of the uncollectible accounts abated and written off during the preceding calendar year.
