(a) This chapter must be liberally construed and applied to promote its remedial and deterrent purposes.\nIf any provision of this chapter or the application of the provision to any person or circumstance is held to be invalid by a court of competent jurisdiction, the determination of invalidity does not affect, impair of invalidate other provisions of this chapter or the application of the other provisions which can be given effect without the invalid provision or application.
