The Commissioner shall change or withdraw the award of assistance whenever the conditions have altered sufficiently to warrant such action. If during the time he is receiving public assistance, the recipient thereof receives income or acquires resources in excess of the amount previously reported by him, it shall be his duty to notify the Commissioner of the fact immediately.
