The Commissioner of Human Services of the Government of the United States Virgin Islands shall make application to the United States Department of Agriculture for grants of foodstuffs under the Direct Distribution Program of the Department of Agriculture on the basis of need to be determined by a census of needy cases in Saint Thomas, Saint Croix, and Saint John to be made by the Department of Human Services.
