The rulemaking powers of the Commissioner shall include authority to establish rules and regulations and necessary procedures for the preparation of plans and for classifying and reporting expenditures made with respect to recipients of public assistance in such manner as to obtain the financial participation of Federal Government under Titles I, IV, and X of the Social Security Act and any law amendatory of or supplementary thereto that may hereafter be enacted.
