(a) The Commissioner is authorized to promulgate rules and regulations necessary to carry out the purposes of this chapter.\n(b) The Commissioner shall, within ninety (90) days from the date of enactment of this chapter and periodically thereafter, cause to be published in two (2) newspapers of general circulation within the Territory, notices informing the public of the existence of the Program established by this chapter, eligibility requirements, and procedures regarding usage of, and participation in, the Program.
