It is the purpose of the Virgin Islands to provide vocational rehabilitation services to physically handicapped individuals of the Virgin Islands so that they may prepare for and engage in useful and remunerative occupations to the extent of their capabilities, thus increasing their social and economic well-being and the productive capacity of the Virgin Islands and reducing the burden of dependency on families and taxpayers.
