The Department of Social Welfare shall establish and maintain a detention center within the jurisdiction of Saint Thomas and Saint John and the jurisdiction of Saint Croix for the purpose of detaining any child under the age of 18 years who is charged with and offense which would be a felony if committed by a person 18 years of age or over.
