Prior to each session of the district court at which a new panel of jurors will be required the court shall issue an order to the jury commission of the proper judicial division directing it to draw such a panel of jurors, specifying in the order the number of jurors to be drawn and, in the case of the division of Saint Croix, the place where the session of the court is to be held at which they are to serve.
