(a) The rate of interest on judgments and decrees for the payment of money shall be 4 percent per annum.\n(b) Notwithstanding the provisions of title 11, section 951(a)(1) and title 33, section 3408(a), of this code, or any other law, pre-judgment interest shall not be charged against the Government of the Virgin Islands on any judgment or decree for the payment of money by the Government.
