(a) No person appearing before the Family Division of the Superior Court on a 'delinquency' or 'person in need of supervision' matter shall be required to pay court costs and expenses.\n(b) No officer of the territory or of any political subdivision thereof shall be entitled to receive any fees for the service of process or for attendance in court in any 'delinquency', 'person in need of supervision', or 'abuse or neglect' proceeding. All other persons acting under orders of the court may be paid for service of process and attendance or service as witnesses, the fees provided by law for like services in other cases before the Superior Court; such fees to be paid from appropriations provided when the allowances are certified by the judge.
