(a) Every felony and every criminal action in the district court shall be prosecuted by information.\n(b) Except in cases where the United States attorney has requested commitment to the district court upon a preliminary hearing under section 73 of Title 4, an information need not be filed in actions within the jurisdiction of the Superior Court which are transferred to the district court, upon appeal or otherwise. Such cases shall be tried on the original complaint and warrant.
