(a) There is established within the Department of Justice, Office of the Attorney General, a Virgin Islands DNA Database and Databank under the supervision of a Director.\n(b) The Governor shall appoint the Director on the basis of knowledge and experience in the field of forensic sciences. The Director is responsible for DNA analysis and the management and administration of the Databank and Database.
