(a) The Board is authorized to establish or designate and license bonded warehouses for the storage and aging of fermented liquors and/or distilled spirits.\n(b) The Board is authorized to adopt, subject to the approval of the Governor, regulations not inconsistent with applicable laws for the operation of such bonded warehouses with respect to—\n(1) storage, security, gauging and regauging, entry and removal of fermented liquors and/or distilled spirits;\n(2) warehouse receipts;\n(3) blending in bond;\n(4) bottling in bond;\n(5) identification and labeling of all goods in bond or sold as bonded goods;\n(6) payment of warehouse charges; and\n(7) issuance of age certificates.
