The Commissioner of the Department of Licensing and Consumer Affairs may, for any violation of this chapter or any regulation issued pursuant thereto, after public notice and adequate hearing suspend, cancel or revoke any license issued pursuant to chapter 1 of this title as follows: For a first offense, not exceeding ten days' suspension of license; for a second offense, not exceeding thirty days' suspension of license; and for a third offense, he may suspend, cancel or revoke the license.
