In addition to any other available remedy, any person considering himself aggrieved by any act or omission of the Banking Board may, within thirty days from the date of such act, or failure to act, bring an action in the Superior Court of the Virgin Islands to review such act, or failure to act. The hearing before the court shall be based on the record before the Banking Board and its findings and on such new evidence as may be introduced.
