Any rule or regulation promulgated under this chapter, or any decision of the Director under this chapter, may be appealed to the Superior Court of the United States Virgin Islands or the District Court for the United States Virgin Islands, by filing such appeal within sixty (60) days of the final issuance of such rule, regulation, or decision.
