The determination as to whether there is a need for an authority to function may be made by the governing body on its own motion or upon the filing of a petition, signed by 100 registered voters of the city, asserting that there is need for an authority to function in the city and requesting that the governing body so declare.\nCode 1950, § 32-217; 1979, c. 719, § 15.1-1537; 1997, c. 587.
