As used in this chapter, unless the context requires a different meaning:\n'Agency' means any state board, department, commission, agency or other unit of state government except a county, city, town or any agency thereof.\n'Deaf person' means any person whose hearing is so seriously impaired as to prohibit the person from understanding oral communications spoken in a normal conversational tone.\n1978, c. 602, § 2.1-570; 2001, c. 844.
