A. All nursery stock or plant products for sale or distribution shall be subject to inspection at any time.\nB. The Commissioner may enter any nursery or dealer premises, other than a private dwelling, at reasonable times and under reasonable circumstances to examine nursery stock or plant products for sale or distribution to detect plant pests and discharge the duties prescribed herein.\nC.
