It is unlawful for any person to place or stamp the letters 'CA' or a similar designation in conjunction with a number upon any container or subcontainer of any fruits, unless:\n1. The Commissioner has inspected such fruits and validated a certificate stating their condition, that they were stored in a warehouse registered under the provisions of this chapter and that they meet all other requirements of this chapter or regulations adopted hereunder; and\n2.
