The Hampton Roads Transportation Accountability Commission, referred to in this chapter as 'the Commission,' is hereby created as a body politic and as a political subdivision of the Commonwealth. The Commission shall embrace each county and city located in Planning District 23, which is established pursuant to Chapter 42 (§ 15.2-4200 et seq.) of Title 15.2.\n2014, cc. 545, 678.
