Every Virginia-registered motor vehicle manufactured for the 1969 or subsequent model years and required to be equipped with a windshield shall be equipped with a windshield defroster or defogger. The defroster or defogger shall be in good working order at all times when the vehicle is operated on the highways.\n1990, c. 955.
