In determining whether a license or certificate required by this chapter shall be granted, the Department may, among other things, consider the applicant's experience, qualifications, character, fitness, financial responsibility, and compliance with the requirements of this chapter.\nCode 1950, § 56-282; 1979, c. 609; 1995, cc. 744, 803; 2001, c. 596.
