If the Department finds the applicant has met all requirements of this chapter, it shall issue a permit or certificate of fitness to the applicant, subject to such terms, limitations and restrictions as the Department may deem proper.\n2001, c. 596; 2011, cc. 881, 889; 2017, cc. 790, 815.
