§ 46-2-491

This article shall apply to (i) every resident of the Commonwealth, regardless of whether he possesses a driver's license issued by the Department and (ii) every nonresident to whom the Department has issued a driver's license.\n1974, c. 453, § 46.1-514.5; 1989, c. 727; 1995, c. 672.
