The Department may promulgate regulations providing that on application for a certificate of title and registration of a vehicle, either new or after a transfer, the vehicle may be operated on the highway under (i) a temporary permit issued by the Department or (ii) a duplicate application carried in the vehicle.\nCode 1950, § 46-43; 1958, c. 541, § 46.1-42; 1989, c. 727.
