Any person who operates or permits the operation over any highway in the Commonwealth of any motor vehicle, trailer, or semitrailer for the transportation of passengers without first having paid to the Commissioner the fee prescribed by § 46.2-694 shall be guilty of a Class 2 misdemeanor.\nCode 1950, § 46-161; 1958, c. 541, § 46.1-152; 1989, c. 727; 1990, c. 418.
