A. Lease-purchase agreements that comply with this chapter are not governed by the laws relating to:\n1. A home solicitation sale as defined in § 59.1-21.2;\n2. A transaction described in § 6.2-311; or\n3. A security interest as defined in subdivision (35) of § 8.1A-201.\nB. This chapter does not apply to the following:\n1. Lease-purchase agreements primarily for business, commercial, or agricultural purposes, or those made with governmental agencies or instrumentalities or with organizations;\n2. A lease of a safe deposit box;\n3. A lease or bailment of personal property which is incidental to the lease of real property, and which provides that the consumer has no option to purchase the leased property; or\n4.
