RCW 46.20.036Other forms of identification, use—Department to develop in consultation with the department of children, youth, and families, office of the superintendent of public instruction, and office of homeless youth prevention and protection programs.(1) The department shall develop in consultation with the department of children, youth, and families, the office of the superintendent of public instruction, and the office of homeless youth prevention and protection programs:(a) Other forms of identification that could be used for individuals qualifying for a Washington state identicard under RCW 46.20.117(1)(c)(ii) that meet the alternative documentation requirements of the department under RCW 46.20.035; and(b) A process for entities listed under subsection (2) of this section to submit Washington state identicard application materials for individuals qualifying for a Washington state identicard under RCW 46.20.117(1)(c)(ii).(2) The department shall accept Washington state identicard application materials for individuals qualifying for a Washington state identicard under RCW 46.20.117(1)(c)(ii) from:(a) Individuals or entities licensed by the department of children, youth,
