RCW 47.26.450Allocation of funds—Value engineering studies—Rules.The board shall adopt rules and procedures to govern the allocation of funds subject to the appropriations actually approved by the legislature.The board shall develop rules and procedures to require value engineering studies performed by an interagency team for certain board funded projects.
