RCW 47.38.010Rules governing use and control of rest areas, historic sites, viewpoints, etc.—Penalties.(1) Pursuant to chapter 34.05 RCW, the department and the Washington state patrol shall jointly adopt rules governing the conduct and the safety of the traveling public relating to the use and control of rest areas and other areas as designated in RCW 47.12.250.
