RCW 48.04.140Stay of action on appeal.(1) The taking of an appeal shall not stay any action taken or proposed to be taken by the commissioner under the order appealed from unless a stay is granted by the court at a hearing held as part of the proceedings on appeal.(2) A stay shall not be granted by the court in any case where the granting of a stay would tend to injure the public interest.
