RCW 70.77.305Chief of the Washington state patrol to issue licenses—Registration of in-state agents.The chief of the Washington state patrol, through the director of fire protection, has the power to issue licenses for the manufacture, importation, sale, and use of all fireworks in this state, except as provided in RCW 70.77.311 and 70.77.395.
