RCW 74.41.090Entitlement not created.Nothing in this chapter creates or provides any individual with an entitlement to services or benefits. It is the intent of the legislature that services under this chapter shall be made available only to the extent of the availability and level of appropriation made by the legislature.[ 1987 c 409 s 6.]
